The broker exemption from the 1940 Investment Advisor Act allows for a lower "suitability standard" for most of the national money management firms. This allows for limited disclosures, conflicts of interest, and advice that is biased by commission incentives (see 2011 SEC study calling for Uniform Fiduciary Standard and the recent 2015 Presidential Report on conflicted investment advice). As recently formed Advizent (an RIA promotion and advocacy organization) states on its website, "even though true fiduciary advisors are doing a better job for investors, fewer than one out of five investors know RIAs exist."
